A Family subscription requires you to enable Family sharing, so you can add others to Apple Music.
To set up Family Sharing, open the Settings app on your Apple device, then select iCloud and tap Set Up Family Sharing. After that, confirm that you want to be the Family Organizer. Once you have successfully set up Family Sharing, then you now can sign up for Apple Music. To make sure that everything runs smoothly, all the members of your family should have an Apple device.
